I will say that I don't agree with the statement on the basis that to be considered extremely smart, is a very subjective thing. You can be smart in one subject, and be "not so extremely smart" in other topics. Does that one subject make you extremely smart? How many subjects would it take? Are you extremely smart if you have never applied the knowledge? Hard to say. I am very lucky to have the mental capacity that I have, above average but superior to no one. For all it takes is a subject I know to be superior, and a subject I don't know to be inferior. One thing I have learned throughout life (as short as it has been so far)is, just when you think you figured it all out, you find you have only scratched the surface."
